M6 · Executive Summary
Timeline 2025–2030
2 min read
2025
2 Sept. 2025 · Launch of Apertus. First open-source Swiss foundation model (EPFL / ETH Zurich / CSCS), a base for specialised regional applications. Includes Swiss German and Romansh.
11 Dec. 2025 · UNESCO listing of Swiss yodelling. Completes the series of Swiss heritage listings directly involving Valais: alpine transhumance (2023), traditional irrigation (2023), alpinism (2019).
2026
Early 2026 · First operational SGC features. Municipalities and the canton can begin migrating priority administrative services.
Mid-2026 · ⚠ Decision window: Alpine campus. If launched now: first visible effects by 2028. If deferred to 2028: the competitive window partly closes.
2026–2027 · ⚠ Decision window: Cantonal digital sovereignty doctrine. Adopt the doctrine before practices default to standardising around global solutions.
2027
Third-generation multimodal consumer AI models (text + image + voice) become widely accessible. Passive use accelerates the erosion of minority languages if no Valaisan corpus exists.
⚠ Decision window: Corpus of indigenous grape varieties and regional languages. Last window to document traditional speakers of Franco-Provençal (a few hundred speakers, rising median age).
2028
First measurable effects of an alpine campus launched in 2026–2027. Indicator: number of senior professionals trained, change in reported productivity in the targeted professions.
2028–2029 · Renewal of major hydropower concessions. The energy/AI trade-off: allocate a share of the resource to decarbonised intensive computing, or not.
2029
2029–2030 · Fourth-generation AI models. Autonomous agents become widespread in intellectual professions. Organisations not equipped by this date: maximum exposure to the replacement of intermediate tasks.
2030
Horizon of the three HES-SO campuses (Sion, Sierre, Brig). Check consistency with the continuing AI training needs identified by then.
2032 · Full deployment of the SGC. The canton must have a doctrine and migration plan established before this date, not at the point of go-live.
The single warning signal to watch
If, by 2027, Valais has not adopted a digital sovereignty doctrine, has not launched a training programme for seniors, and has not initiated the specialised data corpora (grape varieties, languages, alpages), then the decisions will have been made by default, not by choice. This is not a collapse. It is a silent normalisation, whose effects will only become visible ten years on — when it is too late to change course.
